you must use one of the setup switches /configure to install or /download to download install sources. running setup.exe alone will result above issue so that's why CMD files are there! more info

above installer gets all available languages but you may customize the installer. see details here ->

I got it working, and this is how I did to get 32-bit version of Office 2021 in Swedish

1. Start by editing download32-volume.xml (remove all languages not needed)
In my example below I wanted Office 2021 Swedish language, with proofing tools for Swedish and English.

2. Run download32.cmd and wait for it to download.

3. Edit install32.xml
In my example below I wanted to install only Excel, Word, Outlook and PowerPoint. I also wanted to install proofing tools for Swedish and English.

4. Run install32.cmd and wait for installation to be finished.

5. Use activator of choice, I used KMS_VL_ALL_V44

it happens when you activate retail copies with KMS solutions. to prevent that you should reinstall using a volume license (VL) edition. the first post ODT (office download tool) will do it for you. converting retail to VL won't work. it's the same thing as discussed here:
